I have the latest Mac version (2018.09.0) on my iMac (build 2013, macOS "Mojave").
My problem is that publishers that I deleted a long time ago in the publisher section are still available in the student selection window (see the yellow marked examples). I have in total 43 Students in the pulisher section. And in the student selection window a lot more.
I also can't scroll through the student selection window. There are still a number of names after the last visible entry. In the moment I help myself by choosing these "unvisible" names on the iPad and sync it back.
How can I solve that.

As you have probably seen, there are more problems with Mac, especially with the scrolling. The other one I haven't seen before.
The only thing I know, is that attention has been drawn to the developers about this, and we all hope (...) they will be able to solve it in the upcoming release for 2019, expected any day now.

When I assign tasks and I want to choose a student, I still see former participants in the history for selection. How can I reset this list?

I am not sure how you went about deleting the students in the first place.
In the persons' table if you select a student and then click the 'minus' sign on top, they should be gone, and they don't show up in the student history either. (they are still in the database, and I would normally leave them there. Actually before 'deleting' the students, I renamed each of them to x x. That way I guarantee database integrity and I have no privacy issues with them.
Syncing with mobile app should happen automatically. You could also log the mobile app off from Dropbox and log back on again.
