I created an account for DropBox to share with the publishers (non appointed)
The option in the access control is checked only "publisher"
However, that account can see all the congregation publishers contacts.
How do we exclude publishers from seeing other members contacts and the assigments they can and cannot give?
That picture does not have much meaning in itself. What happens if a publisher clicks that icon? Is it actually clickable?

For accessing the database my personal preference is http://sqlitebrowser.org/

Yes, they have access, hence why I stated that they "can see" the publishers and their contacts (only accesible by accesisng the icon)
A friend of mine said he was able to set it up and the icon does not even show (so no access) but he can't recall how he did it.
Perhaps the issue is in the dropbox account I set up? I'll take a look into it further.

Maybe I am stating the obvious, but you have to keep in mind, that this only works if each uses his own Dropbox. This is the only way TB can distinguish between users.
Read the Help File, for step-by-step info. Practically you set up your Dropbox account where you store your TB stuff. This could be your own or a dedicated account.
Each user sets up his own Dropbox account, if they don't have one already. In Dropbox (not in TB) you share your TheocBase folder with each of those users (can edit). Once that is done, they each appear under Access Control, where they must be given their respective role(s).
