After data backup, I have deleted all dates on the cloud.
How can restore it? I don't see any data, I have inly the file theocbase.sqlite.

store a copy of the theocbase.sqlite file somehwere very safe. Do that first, so you always have the original somehwere.
Then in TB settings go to 'open database location', close TB (!) and paste a copy of the sqlite file into the folder shown. (I assume there are data in that file...)
Open TB again, hoever over the cloud symbol and choose 'remove data from cloud'. After you have done that, it will immediately ask you if you want to sync. Click yes, and the content of your current theocbase.sqlite will be uploaded to the cloud.

For accessing the database my personal preference is http://sqlitebrowser.org/
For editing templates I now use https://code.visualstudio.com/
